INVEST South/West is an unprecedented community improvement initiative under Mayor Lori E. Lightfoot to marshal the resources of multiple City departments, community organizations, and corporate and philanthropic partners toward 10 communities on Chicago’s South and West Sides. One of these targeted neighborhoods is the Back of the Yards neighborhood.
Celadon Partners, LLC was formed by Scott Henry and Aron Weisner to continue the work of Celadon Holdings as a developer of dynamic and catalytic affordable housing. The Celadon team offers significant experience in affordable housing and real estate development, advisory, and investment, as well as underwriting expertise in the areas of market and financial analysis, and development risk management.
Celadon is a designated Qualified Developer for the City of Chicago Neighborhood Stabilization Program as well as a Pre-Qualified Developer for the Housing Authority of Cook County. The firm has completed numerous affordable housing redevelopment projects and LIHTC transactions throughout the region, resulting in over 1500 units of new affordable housing units.
Scott Henry has over 20 years of real estate development, investment, and asset management experience. He is a licensed architect, and has a Certified Commercial Investment Member (CCIM) designation. The first half of his career was spent in real estate banking at JP Morgan where he rose from analyst to Executive Director of the Tax Oriented Investments group which included the LIHTC investment group. He left the firm in 2008 to form Celadon Holdings, LLC to develop and consult on LIHTC projects.
Before forming Celadon Partners with Aron Weisner, Scott oversaw all operations of Celadon Holdings, developing a robust and successful pipeline of real estate development and consulting. His personal development portfolio includes seven stabilized projects and one project currently under construction on-schedule and on-budget in the City of Chicago. Four were developed using LIHTC financing. In addition to development on his own, Scott has consulted on 10 LIHTC projects totaling about 1,200 units.
Aron Weisner spent over 15 years as an executive at a national affordable housing investment firm, where he managed investment throughout the Midwest and South. He oversaw the investment of over $900 million in equity in affordable housing developments. Prior to this, Aron served on the working group that launched the Enterprise Green Communities building criteria and opened the development and investment operations in New Orleans following Hurricane Katrina. Aron also formed Weisner Capital Advisors, LLC to support innovations in affordable housing development throughout the United States.
In 2019, Aron and Scott Henry formed Celadon Partners. Together, the Celadon Partners team has generated a strong pipeline of affordable housing properties, targeting unique projects in markets with a high need for affordable housing.
